Father Gregory Hesse, S.T.D., J.C.D. of Vienna, Austria was ordained in 1981 in St. Peter's Basilica. He held doctorates in both Thomistic theology and Canon Law. From 1986-88 he served as Secretary to Cardinal Stickler at the Vatican. From 1991, he worked in Austria, Germany and the United States giving lectures and producing theological articles that appeared in Catholic Family News, The Fatima Crusader and other journals. He died of complications due to diabetes on January 25, 2006

I do agree with you. I have only had access to a couple of excerpts of his talks and he explains things so well.

I wrote out some of his quotes.

Pope Innocent III "If a future pope was to change all the rights of the sacraments He would put himself outside the Church."

He said Pope Eugene IV held the same.

And from the Council of Trent I 7th session on sacraments in general canon 13

"If anyone was to say that the traditionally handed down rites used in the solemn administration of the sacraments can be held in disdain, or be shortened. or be changed to new ones by whosoever of the pastors of the churches may he be cursed." (Father Hesse says the latin word used for whosoever emphatically implies the pope as well.)

 Now I do not see this as an argument for sedevacantism but I do question Father Theman's justification of section III  # 7 of the Doctrinal Preamble of the 15th April where he argues that the in it the Society of Saint Pius X is accepting that the Pope has the right to promulgate liturgical rites including the eucharistic rite.

I wish we could ask Father Scott to clarify this.

The quotes are from  a 2 min excerpt from a longer talk available on this site on the validity/invalidity of the novus ordo sacraments.

I find it difficult to reconcile that a pope has the right to legitimately promulgate what Bishop Fellay himself says is an illegitimate rite,especially after hearing Fr Hesse and his quotes.

Lord to whom may we turn? 

Father Hesse is the creme de la creme.
